Well, it would be a sound thought, but I reckon that a Boy Scout council would express skepticism about the scope of the project. But, my recommendation would be to go around to the home and see how much power they use, and call a few solar companies about the cost of the panel to provide about 2/3 of the power. From there, you can raise funds/get grants from people/companies to pay for the panel. The solar companies can tell you more.
